Well, and Peter is genuinely very distractable, which isn't good for being a cop (I wouldn't be surprised if he had ADD). He has a great talent for bringing tangents back around to the relevant, but he never met one he didn't know, love, and explore to the fullest extent. It's great for being a wizard! Nightingale wouldn't agree, but all those experiments he does can be put to good use by figuring out things like how to use the destruction of computer chips to make magic detectors and things like that. It's not very good for, say, being part of the regular Met, where you're one of a great mob of coppers working methodically through every shred of evidence, with well-established and functional modern procedures already in place.

So especially when they're both lowly PCs, her kind of take-no-prisoners, full-steam-ahead, figure-out-what-needs-to-be-done-and-do-it attitude is a much better fit. It's not that she necessarily has a higher IQ, I don't think, but that she's really focused on the practical aspects of the job and doing them well. A matter of getting all of ones mental abilities working together in the right direction instead of going off in a lot of different ways all at once.
