Question: Doctor Who and Communication Through the Ages

So.  At the end of The Beast Below, Winston Churchill calls up the Doctor on the telephone.  Yet, in the 1970s, UNIT couldn't just call him up when they needed him.  Suggestions on what happened in the meantime?

Need a title

I have a story, an AOS post-movie Spock/Uhura story, that needs a title.  It's already been betaed; would someone like to read it and give suggestions?  It's about Uhura finding out what the cultural expectations of her would be if she continues with her relationship with Spock.
