I wonder, in a very unhappy way, if it didn't start as an unspoken but quite deliberate policy to keep the 'wrong people' from voting. I could definitely see it blocking immigrants, people without the money or time for a newspaper, people whose parents didn't make sure they voted, etc.

Or am I being paranoid?
